What is a EUR1 Certificate?
An EUR1 Certificate, also known as a ‘movement certificate’, enables importers in certain countries to import goods at a reduced or nil rate of import duty under trade agreements between the EU and beneficiary countries.
What is a Trade Agreement?
Trade agreements are agreements between two or more countries on how they work together for mutual trade benefit. These agreements determine import tariffs, taxes and duties that countries impose.
The South African Customs Union (SACU) involve the following countries:
- South Africa
- Botswana
- Lesotho
- Namibia
- Eswatini
Import or export of any goods between these countries are duty-free.
Here is a basic summary of the Trade Agreements where a EUR1 Certificate will be most beneficial:
1. SADC-EU Economic Partnership Agreement (EPA):
Countries involved:
- SADC member states
- EU countries: Austria, Belgium, Bulgaria, Croatia, Cyprus, Czech Republic, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Ireland, Italy, Latvia, Lithuaniam, Luxembourg, Malta, Netherlands, Poland, Portugal, Romania, Slovakia, Slovenia, Spain, Sweden.
Product included: Agricultural products (including fish and other marine products) and industrial goods which adhere to SADC-EU EPA Rule of Origin.
Benefits:
- 100% free access to the EU market for Botswana, Lesotho, Mozambique, Namibia, and Eswatini (with the exception of arms and munitions).
- Full or partial removal of customs duties on 98.7% of South African imports to the EU.
- Full or partial removal of customs duties on 86% of SACU imports to the EU.
- Full or partial removal of customs duties on 74% of Mozambican imports to the EU.
2. EFTA-SACU Free Trade Agreement (FTA):
Countries involved:
- SACU
- European Free Trade Association (EFTA): Iceland, Liechtenstein, Norway, Switzerland
Product included: Industrial goods (including fish and other marine products) and processed agricultural products. Basic agricultural products are covered by agreements with individual EFTA States and adhere to EFTA rules of origin.
Benefits: EFTA countries charge reduced tariffs for import and export on SACU products.
3. SACUM-UK (EPA):
Countries involved:
- SACU
- Mozambique.
Product included: Agricultural products (including fish and other marine products) and industrial goods that adhere to the SADC-EU EPA Rules of Origin until the SACUM-UK EPA rules are finalised.
Benefits: EFTA countries charge reduced tariffs on SACU products.
How do I apply for a EUR1 Certificate?
To apply for a EUR.1 certificate, you must first register at Customs as an EFTA-SACU or a SADC-EU EPA exporter. If you have an existing Imports Exports Licence, we can assist to amend your license to including exportation under TDCA and EFTA trader agreements.
How do I use my Certificate when exporting?
Exporters to member countries need to fill out a new blank certificate to send with each export in order for the buyer to benefit from import duty savings under these trade agreements.
How long is the EUR1 Certificate valid for?
The certificate is valid between 4 and 10 months.
